The Board of Directors of Social Services Technology Solutions come from a wide variety of backgrounds to contribute to the mission of the 501(c)(3) corporation. They are social workers, educators, engineers, and business people.
Ray Manning is a former aerospace engineering algorithm expert who is attempting to apply advanced numerical algorithms and data analytics to social service issues such as child abuse/fatality, human trafficking, resource provision for those in need, and mis-placed children�s adoptions. Ray had a complete and fulfilling aerospace engineering career at Northrop Grumman. He advanced himself to become a Technical Fellow at the company. This meant that he served as a resource for Northrop Grumman engineers to help solve their most difficult aerospace and aircraft engineering problems. Prior to joining Northrop Grumman Ray received a PhD in aerospace engineering from UCLA in optimization algorithms and is the author of 3 patents and 30 technical papers. Dr. Manning is an expert in system simulation, advanced numerical algorithms, and data interpretation/data mining. He has the ability to develop algorithms to take real-life data and slice it and parse such that it can make sense to people in need of information. From there, decisions can be made regarding where and how resources need to be deployed to solve problems. Ray has shown an interest in helping people in need since his days at UCLA where the Central American Refugee Sanctuary Organization was formed to aid Central American refugees fleeing their homeland under threat of death during the civil wars in the region. Since then Ray has worked with Habitat for Humanity to build houses for deserving families and with Engineers Without Borders to build a three room school for orphans and refugees on the border of Thailand and Myanmar (formerly Burma). Recently Ray has turned to developing algorithms and web/mobile-based processes to assist the victims of child abuse, human trafficking, domestic violence, and homelessness. In addition, Ray is working with The Alliance, Long Beach at Work Evolution Labs to develop a sustainable model to assist the homeless based upon recycling.
Joseph Powers leads the day to day operations and project management for the organization. Joseph is a credentialed Administrator, trained and experienced in project management, overseeing HR, personnel management, programming and budget matters. He has worked in both comprehensive schools and alternative education programs for more than 15 years, in roles including Assistant Principal, Crisis Response, and Counseling. As a Crisis Response Specialist, he was the key project manager in the development of the crisis response network for the Orange County Department of Education�s ACCESS continuing education program. Mr. Powers has worked with the Orange County Social Service Agency as a Senior Social Worker, providing guidance and supervision to children that required the highest level of behavioral and emotional support. Joseph graduated with a bachelor of science degree in Human Services from California State University, Fullerton, and a Masters of Social Work from California State, Long Beach.
Ruby Guillen is CEO and Founder of Humanistic Technologies, Inc. (HTI), leading and driving the organization�s purpose to empower human dignity through technology. Ruby�s captivating personal history of technical education in the US Air Force, and as a client and a professional within government systems of care, has given her the vision to unite the two typically disparate fields of Computer Information Systems and Social Work. After moving from military active duty to reserve status, in 1990 Ruby launched her social worker career based on a fierce dedication to being an advocate for the underrepresented. Through two decades as a technically-driven social worker partnering with emergency agencies to investigate severe injury/ child fatality cases, Ruby honed her deep knowledge of the social service system culture and complex data processing protocols, and its strengths and flaws. Ruby now expertly leads development of software-based solutions to address complex social service problems faced by government, nonprofit and private organizations. HTI�s projects successfully replace non-tech-based methods in social services to vastly improve outcomes for client companies, as well as quality of life for society�s most marginalized populations. Ruby is now a highly respected Hacktivist who has partnered to share her expertise and genius at hackathons that were sponsored by Facebook, Google, The White House, the US Department of Health & Human Services, county, municipals and other prestigious groups. Ruby earned her BA and MA in Social Work from California State University of Long Beach as well as an additional degree in Computer Information Systems from Devry Technical College.
Lisa delivers a wide range of financial and administrative services for the company, alongside a deep insight into the numerous facets of social services, program development and management based on a career of more than 20 years in the helping profession. Lisa has honed her skills and discernment through work with nonprofits and public agencies where she supported the vast, varied needs of adults and children in professional roles across special education, social work, home care and hospice. Lisa holds a Bachelor of Science degree in Human Services and Social Work from California State University, Fullerton and a Masters in Social Work from California State University, Long Beach.
