Joseph adopted four children from the foster care system. However, his understanding of the child welfare system extends beyond his personal experience. He has earned a Master in Social Work from California University of Long Beach, a California Administrative Credential from University of California, Irvine and a Pupil Personnel Services Credential School Counseling from National University, Costa Mesa.
He has an established child-centered work history. Currently, he is an Assistant Principal at La Mirada High School and previously he was an Administrator/Principle for Orange County Department of Education – Alternative Education/ ACCESS Division Santa Ana, CA. Before this, he was a teacher at North Orange County Regional Occupational Program , in Anaheim, CA as well as an Counselor & Crisis Response Specialist for Orange County Department of Education. His other certifications include: Crisis Incident Stress Manager – Individual, Community and Schools Incident; Crisis Response Counselor; Threat Assessment and Intervention; Child Abuse and Assessment ; CSULB Social Work Field Instructor and has been a coach for various youth sports leagues.

Ruby Guillen, MSW, Board of Directors for Social Services Technology Solutions

While Ruby was a foster child in Los Angeles County she experienced the harsh reality of the child welfare system. However, her motivation to succeed fueled her desire to achieve a Master in Social Work from California State University of Long Beach (CSULB) as well as a Bachelors in Computer Information Systems from DeVry University. In 2011, she was honored by CSULB, School of Social Work, Distinguished Alumna Award for Excellence in Social Work. She has been awarded the Woman of the Year Award and the Irvin Hakim Hurst Award for Excellent Community Service and Contributions two times, the Outstanding Junior, Bachelors of Social Work, and received recognition in the National Association of Social Work.
Ruby is certified as a child abuse subject matter expert from Inter-Agency Council on Child Abuse And Neglect and was awarded the Outstanding Social Worker for Department of Children and Family Services. Currently, she is a child abuse investigator covering 4,132 square miles of Los Angeles County responding to acute (and sometimes fatal) child abuse that occurs throughout the night and early morning hours. She is also a Senior Computer Information Systems innovator for ICAN Associates - Inter-Agency Council on Child Abuse and Neglect, under the direct leadership of Dr. Michael Durfee. Lastly, as an enlisted member of the United States Air Force, she earned the following: Air Reserve Forces Meritorious Service Medal; National Defense Services Medal; Outstanding Unit Medal; Air Force Longevity Service Award and the California Reserve Drill Award.

Lisa Powers, MSW, has been employed in the public sector for over twenty years. Historically, she had a role as a government liaison and advocate for the Spanish speaking low-income population residing in Orange County in which she instituted a multidisciplinary approach in providing resource to those in need. Currently, she is an administrator with a community-based program which assist low-income seniors from preinstitutionalizations. She completed an AA in Natural Sciences and Mathematics from Cerritos College, earned a Bachelors degree in Human Services with an emphasis in social work and a Masters degree in the field of Social Work in Aging. In addition, she has completed post masters educational course work which has strengthen her knowledge base in defining a hierarchy of community need and generating assessments while provide intervention strategies by locating and redistributing various resources, which include financial apportionment and subsidies. Lastly, Ms. Guillen-Powers, has established a strong reputation amongst the Orange County professional community as an integral key person in resource redistribution and attainment as well as possessing bilingual and bicultural knowledge base.
